  • THE INDUCTION

    All site personnel and operatives are to be inducted prior to entering the site. The following information and advice have been produced to ensure that all persons involved on the site are fully aware of their surroundings, potential hazards and procedures to be followed.

  • WHAT YOU ARE HELPING TO BUILD

    This project involves the internal refurbishment and reconfiguration of residential buildings at Mecklenburgh Square for Goodenough College.
    Works include new M&E installations, kitchens, bathrooms, and heritage feature restoration.
    External works cover new sash windows, brick and stucco repairs, roofing, and landscaping.
    The buildings are Grade II listed, so all works must respect and preserve their historic character. 

    SITE INFORMATION

    • The back of these buildings overlook the Quad into William Goodenough House. There are single rooms and flats which house couples and families in these properties. Please be mindful that you are looking straight into their homes. There will, for instance, be bedroom windows on the ground floor looking into these quads and the residents will not want to feel they are being looked at.
    • During the summer will be a number of one or two night guests in this accommodation and they will access the back building (JCC and EPC wing) through this quad.
    • On the right of this quad on the ground floor are two common rooms and a bar (evening operation only) which will be used by College Members but will also be booked out for paid external events.
    • On the first floor on the right there is a library.
    • Site office is on the gantry. To get to the gantry you need to go through house 43 through the basement to the front of the basement up the scaffolding staircase.

    • KEY MESSAGE

      • Contractors play a key role in maintaining a safe site & have a legal duty of care.
      • We expect each operative to adopt safe working practices.
      • We will monitor your approach to H&S and if you fail to work safely and follow your risk assessment, we will stop the activity until it is safe to continue.
      • A persistence failure to comply will result in removal from site.
    • SITE RULES

      1. All operatives must sign-in and out when entering and leaving the site.
      2. Limit your movement to permitted areas only a.
      3. Do not interact with College Members (residents), unless you need to communicate essential safety instructions.
      4. Conduct yourself in a courteous manner. Do not use offensive language. Do not harass or offend any College staff or Members.
      5. Drug and alcohol use is not permitted. Anyone suspected of being under the influence will be dismissed from site.
      6. The use of radios and devices for playing music is prohibited.
      7. Appropriate PPE must be worn.
      8. Keep your work area clean and tidy throughout the day.
      9. Report site hazards or dangerous working practices to the Site Manager.
      10. The use of mains powered tools and equipment is restricted to 110v.
      11. The storage of power tools and equipment on-site is at your risk.
      12. Only use the designated welfare facilities provided.
      13. Smoke at the designated area only.
      14. Observe all safety signage and notices.

    • SUPERVISORS

      • Check your tools, plant and equipment is suitable for use, maintained and operated by competent staff.
      • Explain your risk assessments and method statements to all operatives under your control.
      • Review and update your RAMs as the circumstances change.
      • Explain the daily work activities and listen to feedback/concerns.
      • Encourage the reporting of hazards and near misses.
      • Carry out regular toolbox talks.
      • Inform the Site Manager of any site discoveries or occurrences that puts others at risk.
    • WORKING HOURS

    • Deliveries

      Ensure that all deliveries are booked 24 hrs in advance so that the shared access time is arranged, no deliveries after 16:30 hrs.

      All drivers must report to the site office on arrival where they will be directed. 

      ALL VISITORS/TRADES PERSONS AND DELIVERIES MUST STRICTLY ADHERE TO THE DELIVERY PROTOCOL

      IT IS THE RESPONSIBILITY OF ALL SUB-CONTRACTORS TO ADVISE THEIR SUPPLIERS OF THIS PROCEDURE.

      Toilets are through House 43 into the basement and into the garden where 4no Portaloos are.

      Welfare facilities will be regularly cleaned throughout the day.

      Wash and clean your hands with soap and water/ sanitiser before exiting the welfare facility.

      Ladies toilet is internal by the site office.

      Gents toilets are in the garden of House 43 to the rear.

    • UNEXPLODED ORDNANCE (UXO)

      The area may have been bombed during World War 2, there may be a risk of buried unexploded ordnance.

    • The existing survey is on file

      The Control of Asbestos Regulations 2012 now includes the duty that employers shall provide appropriate training for all workers who are likely to be exposed to asbestos.

      Buxton requires all operatives entering their workplace to have received a UKATA certified Asbestos Awareness online training, a 2-hour course that will meet all of our needs. Once the UKATA Asbestos Awareness training has been completed you will receive a certificate valid for 12 months.

      We all need to have been formally trained on ASBESTOS AWARENESS to work on this development

       

      Information, instruction and training for asbestos awareness is intended to give workers and supervisors the information they need to avoid and/or identify material that may contain asbestos during any normal work which could disturb the fabric of a building, or other items which might contain asbestos.

      It will not prepare workers, or self-employed contractors, to carry out work with Asbestos-Containing Materials (ACM). If a worker is planning to carry out work that will disturb ACMs, further information, instruction and training will be needed.

      Refurbishment & Demolition Surveys (R&D Surveys)

      Large amounts of Asbestos Containing Materials (ACMs) were used for a wide range of construction purposes in new and refurbished buildings until 1999 when all use of asbestos was banned. This extensive use means that there are still many buildings in Great Britain that contain asbestos.

      R&D surveys will be necessary when the building (or part of it) is to be upgraded, refurbished, or demolished must be carried out before any refurbishment or demolition work commences.

      R&D Surveys are intended to locate all the asbestos in the building (or the relevant part), as far as is reasonably practicable.

      R&D Survey reports will include full results of all materials sampled or presumed to contain asbestos, a full list, and a description of all areas inspected marked plans and conclusions.

    • Mobile phones should only be used where it is safe to do so as identified in your RAMS

      Misuse of equipment or unsafe practices will not be tolerated


      No Spitting, Swearing, Shouting, Abusive, or Derogatory remarks will be tolerated
      Misuse of fire fighting equipment will not be accepted.

      Report all accidents or unplanned events to site management

      Any contravention of these site rules, whether deliberate or accidental, may result in the following:-

      Immediate dismissal from the site if you have committed an act of gross misconduct in the opinion of Site Management.

      A verbal warning (recorded in the disciplinary register) for misconduct of a minor nature.

      A written warning (recorded in the disciplinary register) for misconduct of a serious nature or repetition of previous minor misconduct.

      Dismissal from the site for repetitive misconduct or generally repetitive misbehavior.

    • NO PHOTOGRAPHY OR POSTING ON SOCIAL MEDIA

      It is forbidden to take any photographs or post anything on social media with a mobile phone, camera or any device unless you have permission from the Buxton management team.

       

       

    • FORS

      As a Champion, Buxton is promoting the FORS Standard across our supply chain. 

      The Fleet Operator Recognition Scheme (FORS) is a voluntary accreditation scheme encompassing all aspects of safety, fuel efficiency, vehicle emissions, and improved operations. FORS helps fleet operators to measure and monitor performance and alter their operations in order to demonstrate best practice. It is open to operators of vans, lorries, mini-buses, coaches, and other vehicles, and to the organisations that award contracts to those operators.

      Copies of all signed method statements must be returned to Buxton’s site management team

      Failure to comply will result in disciplinary action

       

    • RISK ASSESSMENTS

      Everybody on site will be fully briefed on their Risk Assessments
      All activities must be covered by an approved Risk Assessment
      You must fully understand and strictly abide by your Risk Assessment

      Failure to comply WILL result in disciplinary being taken

    • COSHH 

      It is essential that we control substances that are hazardous or harmful to health

      We can prevent or reduce  exposure to hazardous substances by:

      Finding out what the health hazards are
      Providing control measures to reduce harm to health
      Making sure they are used and stored correctly
      Keeping all control measures in good working order
      Planning for emergencies

      COSHH Data Sheets are retained by Site Management. IF IN DOUBT – ASK.


      All contractors bringing onto the site any hazardous substance must notify Site Management and be in possession of a suitable COSHH assessment and material data sheet.

       

    • COMPETENCY

      Upon arrival to the site, you will be requested to supply the following competency certification

      CSCS or CPCS
      UKATA Asbestos Awareness
      Other safety-related documentation

       

    • TOOLBOX TALKS

      Subcontractors are to give their own toolbox talks

      Registers of attendance to be maintained

    • PLANT AND EQUIPMENT


      Only certificated operators to use mobile plant
      All electrical tools to be PAT tested
      A permit will be required for any stepladder use
      Regular PAT testing will be undertaken throughout the project
      No reversing without a banksman

    • MOBILE TOWERS

      TRAINING AND CERTIFICATION

      Only operatives with a valid PASMA for users’ certificate/card can assemble, dismantle, alter, inspect, and move mobile access towers.

      Operatives without PASMA certification cannot erect a tower, but need to have sufficient knowledge of the potential dangers and the safety precautions required during use.

    • PERMITS

      Some activities need special Permits before you can start work;

      Permit to Work: Will be required in zones “coned” off and marked as a Hazard

      Permit to Load:  Primarily for pouring concrete above a certain height. Issued by the temporary works co-ordinator
      Permit to Strike: Primarily for removal of falsework or formwork.  Issued by the temporary works co-ordinator

      Permit to Break ground: for any excavation or hand digging and MUST include all relevant and current service drawings

    • HOT WORKS

      Hot-work permits are required for any operation involving open flames, heat-producing, and/or sparks.

      Must be prepared by a competent person
      Ensure the correct PPE, physical barriers and all the necessary safety equipment including a suitable fire extinguisher
      Contractors must supply their own safety equipment


      ALL permits MUST be sign-off and closed out by 4 pm

    • SCAFFOLDING

      Erection, adaptation, and/or dismantling of all scaffolding, basic or complex, must only be undertaken by a competent person  -  Scaffolder

      NO MATERIALS ARE TO BE LEFT ON THE GANTRY OR COMPOUND OVERNIGHT

      If the scaffold is incomplete  DO NOT USE IT

      Management reserves the right to dismiss anyone from the site should they be caught tampering with scaffolding.

      IF IN DOUBT, STOP !!!

    • NOISE

      If your work activities create excessive noise – which is currently considered to be 85dB(A) – then suitable hearing protection (muffs or plugs) must be provided and worn that reduce the noise levels to below this rating

       

      Contractors should carry out their own Noise Assessments of the actual tasks undertaken – but as a guide, if people are 2 metres apart and they are having to shout to each other to be understood then the noise level is considered to be above 85dB(A) 

    • ABRASIVE WHEELS SAFETY - KEY POINTS

      Abrasive wheels are tools used for cutting, grinding, polishing, shaping, and finishing in many industries such as construction, maintenance, and manufacturing. Common examples include angle grinders, bench grinders, belt sanders, and specialised grinding machines.

      DO:
      • Ensure you are properly trained and competent before using any abrasive wheel equipment.
      • Follow all safety instructions, user manuals, and training materials.
      • Use the machine only for its intended purpose and under suitable supervision if required.
      • Refresh your knowledge regularly – retaking the Abrasive Wheels Awareness course every 2 years is strongly recommended.

      DON’T:
      • Do not use abrasive wheel equipment if you are not trained and authorised.
      • Do not ignore safety guidelines – improper use can lead to serious injury or health risks.

      Proper awareness and training are essential to keep you and others safe on site. Always put safety first.

    • VIBRATION

      A wide range of tools used during construction/demolition activities, particularly those with a percussive or rotary action, have the potential to cause serious long term health problems – such as vibration white finger and hand-arm vibration syndrome (HAVS)

      If your work activities have the potential to create such health issues then you must carry out suitable risk assessments that detail the control measures that you will implement to protect your tradespersons – including the maximum “trigger time” allowed for an individual to use a specific item of equipment

      It is therefore also important that you maintain records of the actual usage of all equipment that has the potential to cause this health hazard

      Due to the nature of surrounding businesses vibration monitoring stations have been installed around the site to ensure that vibration is kept to a minimum

    • DUST CONTROL

      Please do not assume that your works do not create dust and are exempt!
      Cutting a hole in a plasterboard wall, or cutting insulation, for example, is creating dust and is responsible not only for cleaning the debris but also for clearing the dust in a responsible way.

      As guidance, the following advice is given
      Sweeping should be a last resort
      Where sweeping is deemed necessary, it must be accompanied by damping down.
      Suitable masks that fit correctly should be worn at all times during the creation or clearing of dust.
      Nearby workers of other traders need to be considered.

      All tools creating dust (saws, sanding machines, etc.) must include a vacuum extraction connected to the machine with the correct type of filter (class M)
      Where collection of dust from the floor etc, is necessary, this should be carried out by mechanical means i.e. an industrial vacuum cleaner, again with a class M filter
      Cutting, sawing, etc. should be carried out in a well-ventilated place wherever possible. 

      FACE FIT MASKS will be required when mechanical dust extraction needs supplementing

    • ENVIRONMENT

      “Waste minimisation is a process of elimination that involves reducing the amount of waste produced on-site helping to eliminate the generation of harmful and persistent wastes, supporting our efforts to promote a more sustainable society.”

    • ECOLOGY

      Biosecurity means taking steps to make sure that good hygiene practices are in place to reduce and minimise the risk of spreading invasive non-native species such as Japanese Knotweed, an example of good practice include:

      Arriving and leaving site with clean footwear, vehicles and equipment in particular removing any accumulated mud.

    • JAPANESE KNOTWEED - DO NOT ENTER

      Please Note – It is a criminal offence to cause the transfer Japanese Knotweed into the wild.

      Japanese Knotweed has been identified on site. It’s an invasive plant and must not be disturbed.

      It is essential that you do not enter restricted areas, and that care is taken regarding the possible contamination of boots, clothing, equipment and plant. Please speak to site if you have any concerns at any point.

      Do Not:
      • Enter marked areas
      • Walk through, cut, dig, or move soil or plant material
      • Use machinery near the affected zone

      Do:
      • Respect exclusion zones and signage
      • Report any accidental contact or disturbance. Only trained personnel are allowed to handle or treat it. Disturbance could lead to legal and environmental issues.

    • LEAD PAINT AWARENESS

      Lead paint has been identified on this site. Exposure to lead dust or fumes is hazardous to health.

      Do Not:
      • Dry sand, scrape, or burn lead paint
      • Eat, drink, or smoke/vape without washing hands

      Do:
      • Use wet methods or approved tools if working near lead
      • Wear correct PPE: gloves, overalls, and FFP3 mask or P3 filter
      • Follow site controls and warning signs
      • Report any damaged paint or unsafe work immediately
      All lead-contaminated waste is hazardous and must be disposed of properly.
      Speak to your supervisor before starting any work in affected areas.

    • SKIPS

      To help the environment, please use materials carefully avoiding excess waste.

      Please segregate waste wherever possible.

      Help reduce the number of skip movements by packing carefully, avoid creating voids and unusable space.

    • MANUAL HANDLING

      Manual handling causes over a third of all workplace injuries. These include work-related musculoskeletal disorders (MSDs) such as pain and injuries to arms, legs, and joints, and repetitive strain injuries of various sorts.

      The term Manual Handling covers a wide variety of activities including lifting, lowering, pushing, pulling, and carrying. If any of these tasks are not carried out appropriately there is a risk of injury.
      To help prevent Manual Handling injuries in the workplace, employers must look at the risks of that task and put sensible health and safety measures in place to prevent and avoid injury.
